 Poland rejects EU deal on VAT
|
Poland rejected a deal agreed by all 24 other members of the European Union that would have maintained reduced rates of value added tax on some labour-intensive services until 2010.
"After having weighed up all the elements, the Polish government maintains its negative position on the project presented by the Austrian presidency," ministry spokeswoman Anna Adamkiewicz told AFP.
"In taking this decision the government has taken into account the interests of Polish citizens and the needs of our country," she said, reading from a statement by Finance Minister Zyta Gilowska.
The Polish refusal means that in theory other EU countries will be unable to continue to levy a lower rate of VAT on labour-intensive activities such as building renovation or home care.
Nine of the 25 member states have been allowed since 1999 to apply a lower rate of VAT to certain services. Austria had proposed they should continue to be allowed to do so do so until 2010.
But after the Polish veto if they do, they risk being hauled before the European Court of Justice.
EU rules require all tax questions to be reached unanimously.
Poland and the Czech Republic, which joined the EU in 2004, have an exemption, or derogation, until the end of 2007 allowing them to charge a reduced level of VAT on new housing. They wanted it extended after 2007.
Last week, 22 of the 25 EU member states agreed a compromise proposal put forward by Austria. On Sunday, Cyprus and the Czech Republic accepted it as well, leaving Poland isolated.
EU Tax Commissioner Lazlo Kovacs said last week he would take action against states which continued to levy lower rates if there was no unanimous accord.
In Brussels, the Austrian presidency of the EU and the European Commission, the bloc's executive arm, both said they had not been officially informed of Poland's decision.
